Maybe I read this too quickly, but I didn’t see anything about the possible impact of foreign aid on reducing migration? One thing I always think of when I see horrible stories about people from Africa and the middle east risking life and limb to enter Europe (and the conflicts with native Europeans for those who do make it), is how much money would it take to persuade these people to stay home? It wouldn’t work for those fleeing war, of course, but those purely fleeing poverty would surely be better off if staying put if only they had access to needed resources, money, jobs, education, etc.

Well set out. Not all your readers are liberal metropolitan types, I'd probably count myself a "National Conservative" type. Still think you could have responses to Goodwin's claim that are a bit better (e.g. effectiveness of one type of spending Vs another - not an effective altruism arhument argument but an effective egotism one). Also think your argument only really works when the soft power is combined with military active measures and hard power, which is why Labour won't make it.
