I love the NPP idea, hate all those bloody apps. Also, having recently driven by a church in central London that was very sensibly offering parking space contracts, might it not also free up for public use a lot of privately owned office car parks at weekends? Linking to the app and finding a cost-effective payment platform?
I think you'd still need offices to have some infrastructure to manage bookings etc (eg, get the barrier to lift when a car with a booked number plate turns up), but I think you're right about how it could unlock slack in the parking space supply. There are already things like JustPark, which is like AirBnB for parking spaces, but this could help it scale!
The other great parking development in towns has been JustPark - AirBnb for parking - where people with home garages or parking areas they’re not using (sometimes just because they’re away for the day) can make them available to rent by the hour/day. You just look at the map where and when you want to park, and see what’s available. Often far cheaper *and* more convenient than Big Park.
But if they integrated with the NPP system could that optimise town parking even better…?

I hate all the apps too, but why would a parking company sign up? The politicians will get involved. Then the Guardian will complain, and suddenly you can't charge anyone with a disability benefit. Then the Mail will complain, and suddenly you can't charge anyone over 65. Then you're not allowed to charge late fees. I'm sure Net Zero and metro mayors and other stuff appears too now the Government can see what's going on and exert pressure.
So you get out of the business, and now the number of car park spaces is falling...

Your diagrams aren't too complicated, just too small to be legible – just like the notices of conditions given by some car park managers. JM
