Growing up in Wales, I seem to remember that whether or not the pubs could open on Sunday was decided by the local council, so there's a precedent there of sorts.
The question in the poll was whether the respondent supports delegating the power to determine Sunday opening hours for larger stores to local authorities. It doesn't show whether the respondents wish opening hours to be increased or reformed. A person might be in favour of more flexible hours, but not want this to be a matter for the local council to decide as the council may be unwilling to adopt this or because inconsistencies would arise in neighbouring areas.

They need to bring in longer opening hours on a Sunday in England it's extremely impractical
