“Manchesterism” and “growth in every postcode” are the same dial wound opposite ways: concentrate investment and you bank the agglomeration gains but widen the gap; spread it and you close the gap but leave growth on the table. The IFS Paris–Lyon number is the tell — the real question isn’t which to pick, it’s how much fairness you’ll trade for output.
