It is irresponsible to put technocrats like us in charge because we'll do something stupid like insist that all identifiers be prime numbers.

This is purely a routing number. Are users *really* going to say "Ah! It ends with a 3, so it has an EV charger, but it also starts with binary sequence, therefore it's at a train station, also the middle digits are the ASCII value for Winchester!"

No.

You *could* do some clever stuff like leave out numbers which might get confused with letters (1 & l, 2 & Z, 5 & S, 0 & O) but if it's a purely numeric code, it shouldn't matter.

Just pick a length of digits which can reasonably contain the dataset but which isn't too long for people to type in. Do some user testing to see if people find it easier to type in 12-34-56-78 or 123-456-789. Then randomly assign numbers to each car park.

If you really want the Douglas Adams Memorial Car Park to contain the number 42, then force it in.
