I think one of the biggest problem with self-driving cars is trust. It's easier for governments to restrict/ban the technology than to properly regulate the industry. We'd also want manufacturers to be open about crash incidents, ideally copying other areas of the tech industry like cloud service providers and publishing detailed post incident reports to demonstrate why a failure occurred, and what rectifying actions they are going to take.
At least two of the companies involved/interested in this tech don't have the best reputation right now either. On the one hand you've got Tesla, beholden to a madman about to have exceptional influence in US governance, reeking of corruption. On the other hand, you've got Uber, who've already repeatedly landed in hot water in London (and elsewhere) for evading regulators, not paying/treating operators fairly, and not fulfilling their duty of care to customers.
